Subject: Let's strengthen the global leadership of the Korean digital platform government through open-source K-DID
South Korea ranked first overwhelmingly in the evaluation of digital governments in member countries conducted by the Organization for Economic Cooperation and Development (OECD) at the end of 2023. This is the second consecutive time following the top evaluation in 2019. The Ministry of Public Administration and Security's blockchain Distributed Identification (DID)-based mobile ID card also plays a role in becoming such an excellent digital platform government.
The Korean government, which has opened the era of online public services since the early 2000s, has jumped into a more advanced and advanced digital platform government by opening the era of mobile ID cards to the public, starting with the issuance of blockchain DID mobile driver's licenses in 2022. With mobile IDs issued by the government, citizens can enjoy various non-face-to-face services such as face-to-face identification as well as account opening.
When mobile ID cards begin to be issued in December, it is expected that the benefits of mobile ID cards will be expanded to the whole nation and Korea will be able to promote its appearance as a leading mobile ID card country to the world. In other words, governments around the world are paying attention to the "K-DID" of Korea's digital platform government.
The fact that mobile ID cards are based on blockchain DID, which is the best technology for dealing with people's precious personal information, adds to the voice that Korean cases should spread globally. DID technology stores identity information on individual smartphones and stores issuance information on distributed server nodes on blockchain to secure data self-sovereign while preventing illegal access and counterfeiting, and enables various identity authentication-based services.
DID technology not only makes people's daily lives convenient with various services, but can also add transparency to politics to gain public trust and prevent social division and confusion. For example, if suspicions are raised about the results of the vote, social costs will be incurred, and a case in point is the fact that protesters stormed the Capitol after Trump was defeated in the 2021 U.S. presidential election.
DID can also prevent such confusion. DID technology that blocks forgery and alteration can increase voter confidence in voting. In addition, DID technology is a "real knowledge verification" technology that proves that users have the relevant information without revealing their data, while maintaining anonymity for confidential voting.
The Korean digital platform government, which opened the era of blockchain DID-based mobile identification, which is sufficiently valid as a technology for identity authentication of the people, is recognized around the world. In fact, in April, the World Bank inspected the mobile ID issuance system of the Ministry of Public Administration and Security and discussed the introduction of digital IDs in developing countries.
An important strategy to strengthen the global leadership of the Korean digital platform government is the open source of K-DID, driving the momentum of the global K-DID introduction. When governments around the world want to introduce new technologies, no matter how outstanding the technology is, concerns about subordination of a specific country or a specific company as it deals with public services arise. For this reason, whether the technology meets global standards is very important to the validity of the introduction.
K-DID must overcome this barrier before making a global leap forward, and the answer is to expand the global ecosystem through open source. Through open source disclosure, any developer can develop additional functions and services and enhance the reliability and transparency of the technology. Endless ideas can be introduced from various communities such as companies and independent developers around the world, which can gain the potential to evolve into richer and more advanced DIDs. This will add great power to K-DID's leadership in leading the global digital ID standard and lead to the strengthening of the global leadership of the Korean digital platform government.
Now that K-DID is recognized and noted abroad, it is necessary to accelerate the government's support for K-DID open source and close cooperation with the private sector. The open source of K-DID is a key strategy to advance the global spread of the world's best digital platform government in Korea and strengthen national competitiveness while also taking the lead in improving human life around the world.
