Digital Student ID for Costa Rica's TEC University
A project to build a digital identity system using OmniOne Open DID open-source software to issue mobile student IDs and connect them with university academic services.
Project Overview
The project aimed to develop a digital ID system for TEC (Instituto Tecnológico de Costa Rica), one of Costa Rica’s leading technical universities, enabling students to verify their identities and access academic services using mobile student IDs.
The project used OmniOne Open DID open-source software and W3C standards-based decentralized identifier (DID) and verifiable credential (VC) technology. It was conducted as a proof of concept (PoC) to assess the potential of digital identity technology in a university setting.
Background & Objectives
Korea's Ministry of the Interior and Safety and the National Information Society Agency (NIA) have supported official development assistance (ODA) projects that share Korea's experience in building digital government and DID services and help partner countries strengthen their digital government capabilities.
As part of this international cooperation, the Costa Rica project introduced digital student ID technology at a local university and sought to strengthen technical capabilities in digital identity and digital wallets.
Implementation & Architecture
The project used OmniOne Open DID open-source technology based on the K-DID Framework. Blockchain and DID/VC technology supported a system for issuing mobile student IDs and connecting the issued credentials with academic services.
The aim was to enable students to use university-issued digital identity credentials on their mobile devices and allow academic services to verify those credentials when needed.

Expected Outcomes
The PoC supports efforts by the Costa Rican government and universities to strengthen their capabilities in digital identity and digital wallets and assess the potential uses of mobile student IDs. By establishing a framework for issuing and verifying digital credentials in educational institutions, it is also expected to help identify opportunities to extend the approach to a wider range of university services.
